GUIDANCE FOR RECEIVING THE LORD-LIEUTENANT, VICE LORD-LIEUTENANT OR DEPUTY LIEUTENANTS

This note offers guidance on matters of protocol, precedence and ceremonial issues where the Lord-Lieutenant is invited in an official capacity.

Form of address - Wigtown Lieutenancy

Written: Mrs Aileen Brewis, His Majesty's Lord-Lieutenant for Wigtown

Salutation: "Dear Lord-Lieutenant"

In a speech: In the preamble the Lord-Lieutenant is referred to as "My Lord-Lieutenant"

Conversation: Mrs Brewis should be initially addressed as "Mrs Brewis" or "Lord-Lieutenant", and thereafter "Ma'am" or "Mrs Brewis".

 

Form of address - Dumfries Lieutenancy

Written: Ms Fiona Armstrong, His Majesty's Lord-Lieutenant for Dumfries

Salutation: "Dear Lord-Lieutenant"

In a speech: In the preamble the Lord-Lieutenant is referred to as "My Lord-Lieutenant"

Conversation: Ms Armstrong should be initially addressed as "Ms Armstrong" or "Lord-Lieutenant", and thereafter "Ma'am" or "Ms Armstrong".

 

Form of address - Stewartry of Kirkcudbright Lieutenancy

Written: The Lord Sinclair, His Majesty's Lord-Lieutenant for The Stewartry of Kirkcudbright

Salutation: "Dear Lord-Lieutenant"

In a speech: In the preamble the Lord-Lieutenant should be referred to as "My Lord-Lieutenant".  A speech might begin "Lord-Lieutenant, Ladies and Gentlemen ..."

Conversation: The Lord Sinclair should be initially addressed as "Lord-Lieutenant" and thereafter as "Lord Sinclair/Sir"

 

Should the Lord-Lieutenant be represented by a Vice Lord-Lieutenant, or a Deputy Lieutenant the above etiquette should be adapted accordingly i.e. "Dear Vice Lord-Lieutenant", "Dear Deputy Lieutenant".

When a formal speech is made by the person presiding over the event he/she begins, 'My Lord-Lieutenant' followed by 'distinguished guests', (by name or appointment if appropriate) 'ladies and gentlemen...'

 

The Vice Lord-Lieutenant and Deputy Lieutenants

Please note: When the Lord-Lieutenant is represented by the Vice Lord-Lieutenant or a Deputy Lieutenant he/she should be accorded the same protocol as for the Lord-Lieutenant. Please note that Deputy Lieutenants should not be referred to as Deputy Lord-Lieutenants but simply as Deputy Lieutenants.

 

Arrival of the Lord-Lieutenant

The Lord-Lieutenant will always aim to arrive at the time scheduled. It is usual for him or herto be received at the entrance of the venue by the host and escorted until such time as they leave the venue

 

Lord-Lieutenant's Car

If possible, a parking space should be reserved for the Lord-Lieutenant's car as near as possible to the venue.

 

Press Releases

Please feel free to notify the local Press that the Lord-Lieutenant will be attending your function. 

 

Wreath Laying

As the Lord-Lieutenant attends on behalf of His Majesty, the Royal Prerogative applies, thereby, the Lord-Lieutenant (or THEIR Representative) takes precedence over all other guests. The Lord-Lieutenant should always be invited to lay THEIR wreath first. They should be the last to be escorted into an event, and the first to leave the event.

 

Toasts And Speeches

If you wish the Lord-Lieutenant to propose or respond to a Toast, or make a speech, prior notice should be given. Please provide, in writing, relevant details of any points you would wish them to make, with other requested information.

 

Church Services

The Lord-Lieutenant should normally be met at the entrance to the Church and escorted to the front pew. Provision should also be made for the Lord-Lieutenant's spouse.

 

Briefing

When the Lord-Lieutenant is attending an event the Lieutenancy Office welcomes a short brief which may include some of the following:

  • Date and timings
  • Venue
  • Car Parking arrangements
  • Meeting Point and name of person to greet the Lord-Lieutenant
  • Guest List
  • Speech Bullet Points (if applicable)
  • Background brief to organisation and any other relevant information
  • Dress code:  please state if you require the Lord-Lieutenant to wear uniform, day dress or evening dress
  • Emergency contact number (in case of a problem prior to arrival)

 

Refreshments

The Lord-Lieutenant does not expect to receive any special hospitality.  However, if offered, may accept a tea or coffee but no special arrangements are necessary.
